FF14 Japanese Error Message

Have any changes happened to the device before the issue began? We would also like to recommend several other troubleshooting steps:

1) Make sure that your hardware is not overheating and remove any overclocks you may have on your graphics card or processor. Please check that any fans or vents are clear of blocks.
2) Disable any additional programs that could cause interference with the game itself including chat programs. Also, remove any custom configurations made using graphics driver-level programs.
3) Turn off Fullscreen Optimizations. Find the executable file for the game (normally found in the install folder), right-click it and select 'Properties'. Under the 'Compatibility' tab, check the box labeled 'Disable Fullscreen Optimizations', then click 'Apply'.
4) Remove any unnecessary USB or audio devices (controllers, headphones, flash drives etc.)

We would also like to recommend performing a Clean Boot on the desktop to see if the crashing continues. This will prevent any programs from starting up when the starting when the computer first boots up. This can end up having adverse effects on the game when these programs are running in the background. To perform a clean boot for Windows 10: Open the task manager (CTRL+SHIFT+ESC) and select the 'Start up' Tab. Disable everything here and restart the PC.

I literally got this new laptop yesterday...
It isnt overheating, the cooling measure on the pc is optimized and stable.
There are no other applications being ran, and all non-vital applications do not start at bootup, ive gone through and disabled those that are not essential.
There are no usb devices plugged in, the only thing attached to the pc is the charger.
After the game finishes installing...again...ill see if it runs correctly, if not, im out of options and would prefer more help as necessary, possibly with a representative over phone.

I went to config and reset the system settings, and surprisingly i got to the character selection screen.
When i selected the character and went to load into the server, i get an immediate error that says "Unexpected Error has Occured, Exiting FF14 Now (16a.)"
So now what. This is both annoying and ridiculous, never have i had a problem so persistent as this.
