Do dragoons have a bad rap?

It's holdover from there.

I remember DRG being a kind of high risk low reward job in ARR. Didn't have the single target damage of Monks and also had to deal with long animation locks.

They were of course still perfectly viable but the meme continued from FFXI because they were still (again?) the weakest as well as most risky (to dying) job in their role.

There are no Dragoons in this game only Lancers. Once they get their own Wayvern by there side then they can be called Dragoons.

By that definition you can rule out most of the iconic Dragoons from FF history. As far as I remember only FFII and FFXI Dragoons had pet wyverns.
