Thing is, level 50 content is now low level content. Most people don't care about low level content. They just want to clear their roulettes and level fast to reach the end-game.

Well, this MMO isn't about rushing to the endgame to begin with, is it? That's why doing all of MSQ is mandatory to reach the endgame - they want the journey there to matter as much as the destination. It's not like WoW where expansions are only relevant until the next one comes out because people can grind past all of the game.
