Seeing a changing IP as an unusual Thing seems stupid. Where I am it's normaly that your IP changes. You actually Need to pay additional fees if you like to have a static adress. And most ISPs don't even seell this Service to non Business customers.
Actually, if your iP is 75.xx then you suddenly log in from 151.x which is usually a completely different country for example, how is that not seen as suspicious? Especially if the log time was within only minutes of each other? This is because of the whole RMT hacking situation, which lead them to blocking China and some Korean IPs for a good period.

So it's not a simple IP change, it's multiple IPs which usually means multiple IPs. The IP from your ISP is still within a certain range and it wouldn't lock you out, only if your ISP's dynamic IPs are so wide that it triggers as being from a different location.
