If they're gonna let people who are already in BiS roll on stuff they should at least limit how much they can win.

People gear up multiple jobs from the same role, which has different weapons, and sometimes jobs from other role as well.
And they play with their BiS job to make the encounter go faster and/or easier.
Plus if they already got their weapon, then other party members can greed on the weapon of those players' job when it drops. So there's an advantage there as well.

If you want specific loot rolling, you can just set up a PF with lootmaster.
