Can we have Vertical Sync back (V-Sync)

Last year i bought a GTX 1080Ti video card and was playing FFXIV for a year before it artifacted the card.
I just replaced it with a GTX 1660Ti Super and this card is already reaching its maximum use and is very loud. I had changed the settings from Frame Rate from None to 60 fps however i am getting drops in performance in Limsa, Gridania and Ul'dah even when its not populated.
Trying to lock fps with Nvidia Control Panel and Nvidia Inspector does not change the games fps values.
We need the Vsync back please.

Go to the Nvidia control panel > Program settings > select the game EXE you want to control > Max Frame rate and select the max fps rate the game will render at.

    or

Use MSI afterburner and in Rivatuner you can set a maximum fps for the game.

Good afternoon and thank you for posting in the Final Fantasy XIV Technical Support Forums.

We apologize for any inconvenience that has occurred when playing Final Fantasy XIV. Unfortunately the issue you are describing is not a technical issue. We will be moving this thread to "General Discussion".

Good luck with your adventures through Eorzea!

(Ignore the levels on my character card, the tool i used to make it hasn't been updated for 4.0)
