This isn't true at all. Brand-new seasonal mounts were gained through an in-game event and were put into the store a year later. Chocobo egg mount, Christmas bear mount, etc. They didn't go straight into the store with no opportunity to earn them in-game.

Indeed, hence why this isn't a seasonal event mount.
