A functional incomplete package is not the same as a complete package. All it takes for a package to be incomplete is a single locked item that cannot be aquired through in-game means.
To be extra fair, you're never given a complete mmo since they are always adding things to it. What you pay for is access to play it. Thats it. Thats all your sub is for, it's not for a completed 60 buck game because those are normally not ongoing projects like mmos. Your 60 bucks at the start is for the disk and atleast for FFXIV that gets you a 30 days without the sub. After that you're expected to pay the 15 bucks to once again enter the front door. That 15 bucks has never been for the cashshop. If you want the things in that shop then just like if you want shadowbringers or any other expac. You got to pay to play. This isn't a one time and you're done. Mmos have never been that. They are always on going so you can't apply the same standard as far as payment to them like you would say Street fighter or Sonic. Those are not ongoing games.
