did not receive a mail with a Writ of Commendation (Minor Miracle achievement)

Steps:
1.I was logged in with my Culinarian when the 5.2 Skybuilders Rankings of the Ishgardian Restoration ended. I checked the rankings and placed in the top 100 for Culinarian, but I received no new mail notification.
2.Checked the Delivery Moogle in Foundation there was no
mail with a Writ of Commendation granting the Minor Miracle achievement, not in the Purchases & Rewards tab nor Letters from GMs tab.
3.Sent a Reward/Purchase Delivery Request a few times, leaving some time between each request
4.Exited the game with my culinarian, logged back in with my culinarian
5.Re-entered the Firmament with my culinarian, talked to all the NPC's in the Firmanent and used the Skybuilders' Board
6.Exited the Firmament and sent a Reward/Purchase Delivery Request in Foundation
7.Teleported elsewhere and sent a Reward/Purchase Delivery Request
8.Returned to Foundation, Sent a Reward/Purchase Delivery Request

you should wait a few more hours. the rewards will be sent out one after another. first was carpenter top 12, crp top100, blacksmith top12, and so on. since CUL is at the end of the list (8th of 11) it will take longer for those. (i myself only got 3 of 9 letters so far)

if you read the notice on the lodestone it tells you the rewards were not going to be instantly sent it will take some time to get to everyone.
