Returning Player - Ishgard Housing Location Question

Has there been any news regarding where exactly is the housing gonna take place? I ask this cause I returned to the game after almost a year and saw that the restauration area is starting to look a lot like a housing district, in my opinion.

Is it there where the housing will take place?
Wasn't the housing in Ishgard massive request meant that most people wanted a snowy housing area for? I ask cause I personally dream of this since I step foot in Coerthas a long, long time ago, so just want to check if this was adressed at all recently.

I mean, technically there is no official word this housing is for us, it's for NPCs that have lost their homes to the war.
You know, just in case Yoshi-P is the ultimate troll.

That being said, The Firmament is likely going to be the location. If not directly due to having a bunch of quests there, a copy of the zone for sure.
