Since Stormblood really they have failed on blm and to some extent Red Mage weapons.
It is like they had reversed the stats, giving Red Mage Spell Speed on the weapons.
Im pretty sure it's intended that way so you have to clear the savage tier if you want the BiS weapon
I think you'll be surprised if you believe they control item stats to that degree, even to the point of taking into account what the 'metagame' looks like. They barely know more about their own jobs than we do, and it's not like they hang out in the Balance discord and go "Oh looks like black mage players figured out that spellspeed is a good stat, we should put it on the raid weapon".
More likely they just have an algorithm that autofills each item with 2 of the possible substats, and ensure there aren't any duplicates at the same ilvl (e.g normal and crafted gear). They know no more about the fact that blm is the 'spellspeed' caster than they do about rdm and smn hating spellspeed. It's just random whether you get lucky with itemization some tiers or not.
Fun fact: Their algorithm goofed in Sigmascape and made the upgraded tome and raid weapon have the same weapon damage for some jobs. Fun fact #2: Back in the last tier of Heavensward, the aiming bis was fortunate enough to have practically 0 skillspeed (which made the ranged jobs very happy). That only exacerbated the dominance of the ranged jobs at that time. In that same tier, summoner had a det + spellspeed book, the worst possible combination for them, and they just had to deal with it. While these factors are not huge, they influence the potential of each job at bis in that respective tier, and it can make balance look worse (or better) than it actually is depending on which jobs get lucky.

I do wonder how much they have been calibrating things of late though. I guess we'll see based on whether the final RDM/SMN weapons still remain Crit + x where x is not Speed.

I agree with Myron88, this isn't as intentional as everything thinks. WHM has peity on their raid weapon
WhM has piety on every weapon this tier, which does feel like an intentional (and frustrating) push towards that stat.
That said, BLM has a nice chunk of SpSpe on both the crafted and Ruby weapon, so the lack of it on the tome weapon probably wasn't intentional. And SpSpe really isn't ahead enough to make a noticeable difference and can even be melded if you want a set amount for your rotation that badly, unlike Piety which is 100% a dead stat in most cases.
