I doubt the coding would allow for it. Biggest hurdle would be the SMN/SCH split.
I'm not sure this is even necessary anyway. I can't honestly recall the last time I saw someone without the soulstone that was over level 30. And chances are, if someone is running without their soulstone, they have a reason for it (most likely trolling).
I haven't seen this happen since HW, and if it did I am quite sure that player would promptly be kicked from the group. SB made it so players no longer have to level another class as a requisite to unlocking soulstones on their main job.
It would actually be easier for the devs to design the duty finder so it prompts the player that their soulstone is not equipped in duties lv30+, very much the same way it does when your gear condition is very low.
Had a LotA run a few weeks ago with two conjurers who did not comment when asked why they were conjurerskinda funny and didn't matter at all because LotA could be facerolled by my pet cats, but still

Jobs stones should just go away and if you don't do the PLD,WAR etc etc job quest you cap at lvl 35 till you do them
I'd rather they didn't. I rely on having access to class hotbars for macros for various purposes. It's basically an entire extra set of hotbars that can be used in the background.
Was a pugilist on a toon until 37. Someone in a dungeon told me to equip the stone to become a monk. Was hilarious
They can't though because the seperate class/Job system needs to be retained for 1.0 player character data that is imported into ARR would have the class and Job as seperate, and there is still many 1.0 players who haven't returned to ARR but may in the future and may want to play as their old character.
Certainly SE have clearly abandoned seperate class/Job with new Jobs being 'classless' and equipping the Soul Crystal by default, but the original classes will remain as they are as they cannot be changed for the benefit of 1.0 players that are yet to return. It's the price that has to be paid for ARR being a reboot of an earlier game than an entirelly new game from scratch.
