Highland Wheat amount wrong on recipe tree

I can't check now, but do you get one or multiple bags of flour out of a single wheat-to-flour craft?

If the conversion rate is (say) 5 Highland Wheat into 3 Wheat Flour, then the recipe tree makes sense.
