That is true. To be honest I didn't consider that factor.
Part of the point of roulette is to help those trying to clear those specific contents. Forcing minimum item levels on people doing roulettes would not help with that.
As my friend who joined the game told me "is that all?" when she finished all 3 ARR "raids", I start to think that clearing this content, especially ARR ones might be not even worth it, you just run through it without understanding anything and not even die once. But just adding difficulty will make lazy people ignore roulette, making it dead, because XIV have laziest people of all MMO I played, when it comes to PVE.
So it mostly difficulty vs rewards and balance team should think about it.
Only Labyrinth of the Ancients was designed for 6 tanks.
I think they have and this is the result so far, which apparently works in general. They've just nerfed Orbonne (Cid specifically) recently, and that's been the direction this game has taken. So increasing old alliance raid difficulty is just not something I see happening, and I don't really care either way as I don't even have Crystal Tower unlocked on this character so I never have to deal with it one way or the other in my daily alliance roulette.
And, to be fair, I don't see the point in keeping old content to minimum item level difficulty. It just doesn't make sense when content gets easier within even the same patch that it's released as more people get better gear and know the mechanics.
+1 to this. I agree with making it so you have to do proper mechanics, at least somewhat.
Doesn’t have to be grueling, but at the very least having to position the skeletons in dragon zombie fight, etc.
I would say simply increasing XP gain or tombstones would suffice as a reward.

LotA and ST are so damn boring. Hell, Void Ark too. Even if the rewards have to be adjusted as a result, I want a semblance of challenge in these Alliance raids again.
Content getting easier as our ilevel increases is just the nature of this game. Even facets of Copied Factory are less punishing now with increased ilevel. Unless they're going to completely overhaul how this works in the entire rest of the game, I don't see the point in their singling this one roulette out.

I'm absolutely on board with this. It's just so darn boring, I'd much rather see people actually die if they don't follow the mechanics, it brings excitement.
And everyone who says that they have no time for long runs and wiping and take off their gear just to get LotA can go ahead and not do the Alliance roulette. Unlike these kind of people there are people that play this game to have fun. And facerolling a raid isn't fun.
Also the excuse of lvl 50-60 raids being "old content" is ridiculous because the game constantly gets new players and for them this content is very much new. And they can never enjoy it properly like older players did.
