Every business sets a dollar value for their product or service, and the only way to survive is to do a direct translation. Otherwise you're just leaving way too much money on the table.
Are there that many people really going through the trouble of using VPN for that? WoW has region adjusted pricing for their sub and I'm pretty sure they offer cheaper subs in Brazil. They're doing that to maximize their profit, and they probably know what they're doing being the highest populated MMO for a while now.

The only good reason I could see SE not following suit with Blizzard is that there isn't a big enough market in Brazil for FFXIV to "risk" lowering the fee.
