Is the cause for it from cities being locked down from the virus outbreaks. I know today my internet sure dropped a lot in speed.

Services are still running normally. It's not a total lock down. People are still working.

I mean, they won't pit cities under martial law. There won't be curfews. They can't halt everything or the economy will literally die.

As someone who works for an ISP:
Our "lockdown" protocol involves most essential staff to work from home and new installations to be halted. All essential services continue.

Likely if the server host gets locked down it will still be running. Don't underestimate how much companies want to keep getting paid.
