While it is very very very likely the player is violating the ToS, you are not allowed to "name and shame" the player in game or on the forums as that is also a ToS violation.
Please edit out the player's name in your screen shots or remove them from your posts here.
Do create a Support Ticket - Report Cheating with the information you have.
