Miles better they are not,

Another of Shadowflare's main bonuses was the Slow that it provided against attacking mobs. That slow often times made it better to use than sacred soil in dungeons.

That's all they had to do to Miasma II to balance it. Make the initial hit low enough and the dot big enough to provide a good benefit and stop it from being spammed. That's it.
