So any idea you can share with us?
Making ED deal damage will just repeat the cycle of complaint due to DPS loss.
Anyway I think the compaint just pop now in ShB, why we dont have complaint in AAR HW or SB?

Some healing skills having DPS opportunity costs isn't a bad thing. In fact, its often a good thing.
It gives the healing kit some depth, as otherwise you could just press any OGCD healing button (this was really apparent with 5.0 SCH).

There has to be some tradeoff. For instance using Sacred Soil or Indomitability will cost you 150p worth of DPS yes, but it is still your best option if all of your zero-DPS-skills are on cooldown. Recitation, Fey Blessing, Whispering Dawn and Seraph all have longer cooldowns than SS or Indom. So while yes they cost less in terms of DPS, they're available less often. You'll use them first, then fall back on AF-based skills. The same logic applies with GCD skills. Party gonna get wiped out and you're out of AF and fairy skills? Time for Succor to shine.
