The primary issue I think many people have with apartments aside from size/item count, is that they are still locked out of certain features which are only available if you have an actual house. Simply addressing that, and perhaps offering larger apartment sizes and a higher furnishing count would probably stem much of the calls for more housing I think.
And that might be the more feasible option. Keep the current system in place, and improve the APT system to have tiers size wise. Housing would still be better by virtue of pricepoint and location, but APTs will give you a reasonable option. For example, what if you could have essentially a cottage sized apt: 200 Item space, up and down stairs, same size as a cottage, and a small outside area where you can place 10 outdoor items (like a balcony kind of deal) and it costs you 2 Mil in Gil. You get almost all the perks of a small house, and its cheaper. It's instanced so anyone can get one so long as they got the cash, there isnt competition for location cause thats a non issue, and it leaves the wards and neighborhood intact and wouldnt require restructuring the servers as housing interiors are already instanced so its just a matter of swapping out the location. This would be, in my estimate atleast, a good compromise and solve a ton of the issues presented.
