Where'd you get 400 from? Each apartment building can have 90 apartments. There are two apartment buildings per ward (main division and subdivision) and 21 wards per area, so 3780 apartments per area. Multiply that by four residential areas and you get a grand total of 15120 apartments per server. The total number of housing plots is one third of that (5040 per server) though I don't remember the distribution of the different sizes off the top of my head.
