Cant transfer worlds, not sure why?

Steps:

I am struggling to transfer my character from Odin to Zodiark, I have been through the recommended guides, and contacted the GM team through a ticket, however they have been unable to help me and advised me to post here.

I wish to transfer my character Merrik Quixwood from the Odin home world to Zodiark, i believe i full-fill all the requirements however i am still receiving this message
"There are no eligible characters available for a Home World Transfer" despite being able to see my character listed

despite going through multiple times and checking that i have nothing such as items selling on the market place, or any outstanding mail, not in a free company, nothing with the calamity salvager etc I just cant seem to understand why i'm still unable to transfer?

* Characters in any of the following situations will not be able to utilize the Home World Transfer service until 90 days have elapsed:
- Characters transferred to a New World
- Characters created on a New World
- Characters transferred from a Congested World to a Preferred World
- Characters created on a Preferred World

Do you meet any of this criteria?

Other things to check for:

The Home World Transfer Service cannot be used under the following circumstances:
Your character has been transferred from Version 1.0, but has not logged into a World since the start of official service for FINAL FANTASY XIV.
Your character has yet to complete the quest Close to Home.
Your character is not displayed on the FINAL FANTASY XIV: Mog Station's service account selection screen.
* You are required to log out from FINAL FANTASY XIV before newly created characters are reflected on the FINAL FANTASY XIV: Mog Station. Please note that it may take time for newly created characters to appear after logging out.
Less than three days have passed since the character to be transferred has been created.
Your character has transferred to or has been created on a New World, and is currently under the 90 day transfer restriction.
Your character has transferred from a Congested World or has been created on a Preferred World, and is currently under the 90 day transfer restriction.
The character to be transferred has a pending name change that has yet to be processed.
The character to be transferred is currently away from their Home World or has logged out on another World.
* The Home World Transfer Service can be used once your character has returned to their Home World.

The character im trying to transfer is over 100 days old now, the only thing i can think of is the servers are restricted somehow? but i meet all the criteria from what i can see to transfer as im past the 90 day mark, unless as i have only just reactivated the account after about 4 month break its counting it as not within the 90 days? although the account was active over 90 days before taking the break.

this is the first time ive transferred or even tried to,
I checked the close to home quest thats done,
I can see my character on mog station,
and no name change request

It shouldn't matter that you've only recently reactivated your subscription; there's nothing in there about that.

I guess the other major thing, did you log out on your homeworld and *not* in any instanced area? (Mainly I think that means... not in a housing ward?)

yeah i logged out in uldan / uldah been a while cant remember that name exactly :P

yeah i've gone through that whole list checking each point one by one, which is why i then contacted the gm's with a ticket and they said they couldn't see why and were unable to help further with this and directed me here.
