Fix Savage Raiding (party finder mode)

You're exaggerating quite a bit. I made my first attempt at Savage months after the tier released, a couple of months after that I had cleared the entire tier and was bis geared. I even ran into parties specifically looking to teach Savage to new raiders. Joining late doesn't keep you from clearing anything. Savage also does have a catch-up phase at the end of the tier when it becomes unlocked and allows echo.

Back in my day, you had to clear the previous tiers final fight to unlock the next tier.
