Sargatanas isn't set to congested at the moment so the lock out is temporary and because she probably tried to create a character during a busy time. Try again earlier in the day, possibly during a weekday. The friend referral code shouldn't care which server she is on, but personally I don't think paying the fee to transfer her to Sargatanas is worth it when she will probably only need to wait a few days at most to create a character.
