I've never really had an issue with it's longer cooldown. Even in E4S most of the mechanics that Arms Length/Surecast can negate are spaced out in such a way that they're either ready by the next time it happens or the time after that - and if it isn't ready then simply doing the mechanic properly usually won't cause very many issue aside from a minor loss of uptime. That said if they start putting in more fights that have mechanics that require it I won't have an issue with the cooldown being reduced - and right now it's more of a 'ehhh, why' situation than an outright 'no'.
