Unable to load into Cinder Drift, Unexpected Error Ocurred

Whenever i try and load into Cinder Drift (ruby weapon) i get the error message "A unexpected error has occurred. Exiting Final Fantasy XIV.(17)"
The first time i even tried to enter the instance was 28/02/2020 at around 8:00 GMT with my static, they could all get in fine and see the cut scene but i was stuck on the loading screen and then got that error message and was forced out of the game. I could not load back into it unless they had all exited the instance and the duty was completely abandoned. I have tried putting the game into DX9 mode, deleting the my documents FFXIV folder, disabled all overlays and updated/reinstalled drivers with no luck.
I am not on the steam version i use the launcher.
I will be doing a full re-install tonight but am not hopeful since others with similar issues have reported that does not help. There have been no major changes to anything on my PC in recent weeks. I have not found this issue when trying to load into any other zones in the game, and has never happened to me before.

Edit: I re-installed and now cant get into the game at all. Get that error message constantly. Logged out in the Goblet before re-installing which was a zone that had never had any issue, but now i cant load into it at all.
I can, however log into my fresh alt on that server who is in Limsa Lominsa. I have also tried swapping data centers and creating a fresh character to see if i could get in on that and could not even get onto the character creator before getting kicked out again.

Good morning and thank you for posting the Final Fantasy XIV Technical Support Forums

When the game is reinstalled, was on the C drive? If not, could you try reinstalling the game on the C drive? Additionally have you tried doing a cleanboot? : Open the task manager (CTRL+SHIFT+ESC) and select the 'Start up' Tab. Disable everything here and restart the PC.
