My friend can't install FFXIV - A Realm Reborn

Invited a friend back to play FFXIV but he can't install the game.
He keeps receiving this error:

"The wizard was interrupted before FINAL FANTASY XIV could be fully uninstalled.

Your system has not been modified. To unintall this program at a later time, please run the setup program again. Click Finish to exit the wizard.

But he has no FFXIV installed. He deleted all the past FFXIV folders in my documents and else.

We tried:

Running as Admin
Disabling antivirus / firewall
Deleted all previous FFXIV files
Closing all other programs while installing
Updating drivers
Updating C++ windows
Updating windows
Restarting the computer many times

Where was the game downloaded from? Additionally, is your friend able to provide a system report? Simply go to the 'Config' option on the Final Fantasy XIV launcher and to the right of 'System Information' click on 'Display.'
