I usually commend based on whomever sticks around long enough to get the commendation. But if not that, someone entertaining me is worth a bunch.

I tank a lot of dungeons and I've learned the cadence and pace of every pull and boss, so I can tell when a boss is taking longer or shorter than it needs to be after countless runs. So when I see a boss going down really fast and look at the threat meter, I can usually tell who is doing the most or I'll just check their gear. I've seen some crazy dps tear bosses apart in record time and I'll make sure I comm them. If our DPS is that good, I'll specifically request the healer comm one while I comm the other. Also, since I've leveled every job to 80 and understand how all of them play, I can tell after only a few seconds of watching when a dps is doing their rotation correctly.
Why? I don't feel that commendations are intrinsic to healers and tanks. If a DPS that I'm grouping with has done an exemplary job I'll give them the comm.
I commend if they stand out by doing a good job in their role and are positive.
Or are really good looking- like if their glam is really good and their character doesn't look silly; example: rainbow hair/ hipster/ modern but is instead, handsome or beautiful with an actual good outfit then I'll commend.
If there is a DRG or DRK then I often am biased & look to commend them but only if they meet my checklist of 'good looking/ good sportsmanship'

I will comm a DPS if I am a DPS and the other DPS isn't bad. I will comm a DPS if I am tanking if the healer was bad but the DPS was good. Since I have my healers at 80, I don't play healer so I don't comm as a healer.
if they are doing good dps that makes the dungeon runs faster, then yes. literally only thing i care about from dps in duty finders.

You think it would be feasible to add some more dps checks in dungeons? They don't have to be very tight checks, just don't like the fact that tank + healer can do almost every dungeon without dps. Dps is redundant and only there to make them progress faster, imo it would be nice if dps got some more responsibility and felt more important for the survival of party.
I'd absolutely love that. We've had them in the past, OG Demon Wall and the Dark Dragon thing who's name escapes me (Antanabooga?) were both a reasonable damage check at ARR's launch but I'm not really sure why SE got so turned off the idea of putting much any pressure on DPS pre Savage since then. Whilst Pharos was a good challenge, that was more a healer check with a very healthy dose of mechanics. It doesn't have to be hard enrages either. SE have demonstrated that they can make fights progressively harder if the DPS aren't performing well. Thordan EX, OG Demonwall, Titan HM, A12S are a couple of good examples where the difficulty ramped up if the fight started dragging out at the end.

I commend whoever I feel did their job the best.
If the enemies died a lot faster than normal and I see appropriate buffs or clever usage of DPS skills, such as Shukuchi by a Ninja, I commend the DPS for using their kit well. Sometimes I commend them for using the ranged DPS limit break on mobs or the DPS limit break earlier in the fight because it's actually common for it to go unused otherwise.
Believe it or not you can get DPS that don't do AoE when you have pulled 50 enemies, so just playing your role right and doing AoE can get you a commendation.
If it's the person's first time in the dungeon I commend them for much simpler reasons, such as not dying or doing a mechanic right even though it's their first time.
Dungeons are story content and story content is not intended to be challenging. The story versions are there for people who just want to enjoy the story and the social environment. Doing a dungeon with 3 others can help you feel better after a bad day, despite that it's not significantly challenging.
Those who want to be challenged can do extreme, savage and ultimate content or attempt dungeons in interesting ways, such as minimum item level with no tank or healer.
Since it's usually someone's first time in a dungeon and a lot of the others are casual players, it being challenging with DPS checks would mean doing their jobs mattered. If doing their jobs matters then people will ask them to use the best gear, food and damage potions and be really toxic if they don't. The fact a single competent player can hold the dungeon run together makes FFXIV a far less toxic game to do dungeons in.
