I give dps a commendation if they are nice, helpful, or fun to be with.

I give a DPS a commend if I'm playing as DPS and they don't botch a run. The only time I'll usually do it as a Tank or Healer is if the Healer/Tank has been rude or screwed up more than once.

I don't feel appreciated anymore as a tank main and I don't even enjoy the role as much since it's so simplified now.
I'll commend one of the DPS when my healer is one of the half afk/heal every 4-5 seconds type
For DPS I watch, especially if I've decided to tank or heal, for the clear speed if it's a dungeon. Also I will be able to easily watch the rotation of a melee DPS and if they're doing things well, I'll consider giving them a commendation. Also for casting DPS, especially in 8 and 24 man instances, if a summoner or red mage is throwing out raises, I try to watch for that, and will commend them for using that utility.
In general, though, I just kind of try to rank my teammates and watch for who performed their job the best from my perspective, and don't just throw a comm to a tank or healer for just doing what their job is.
I've spent enough time on the backline as Bard and Machinist to notice a frankly staggering amount of DPS who either don't know how to work their Job properly, or straight-up don't give a damn. Up to and including some who don't even press buttons and just AA everything.
I've spent enough time on White Mage to notice a genuinely disturbing amount of DPS who didn't get the memo that Larryzaur makes memes and not actual 100% serious guides.
I've spent enough time on Paladin to have a feel for how fast certain pulls should, on average, take for a given party comp.
It's a matter of how the DPS of a run stack up against those baselines. If they're just alright, I might comm them depending on what the rest of the party was doing. But I like to imagine I know enough that I can spot the genuine gold-standard players who give it everything they've got and aren't just going through the motions, which I understand can be tempting during the long grind. If I see a DPS player working their ass off speed things up while properly handling mechanics, I'll usually toss my comm their way unless something crazy happened.
I use the same method I use for everyone else.
Are they a lala, roe, or wearing a bunny, frog, or Wedding dress, and I remember they get a comm.
I'll commend the DPS if they're doing a good job of not eating mechanics and doing anything they can to make life easier for the tanks/healers, such as melee DPS using their stuns, using Addle/Feint to mitigate heavy damage, etc.
Though sometimes I'll just give the commendation to the person whose name and/or glam I like the most if no one's performance stood out particularly much.
My rule for commendations are
Attitude gets it first (Regardless of role)
Performance: DPS > Healer > Tank, as I've earned 90% of my 5k comms as tank/healer just for being one.
No one gets comm if none of them performed well or all had shitty attitude.
Tl;DR
Good attitude > Performance > None.
