A lot of times people will just bail from the instance immediately when it's done, before anyone can commend them. In these cases people often just commend whoever is left. If you're frequently last or second last to leave the instance, you may be getting commends because of that.
Personally I have 3 main reason's for giving commendations to DPS:
1. If I see that they have played really well.
2. If they have been talkative / funny / friendly / helpful during the run
3. If they are a new player
Yeah, i do tend to give new players playing dps a commendation as I know how hard it can sometimes be for dps to get it. Also, you don't need that many for the 1st 1-2 level's of commendation achievements... so I consider it a helping hand. However if another dps has been especially good then I might give it to them, or even someone super funny/amusing/entertaining.
Re #2 - I'm sure we've all seen the nonsense that can happen in alliance raids. However I've grouped (either party or alliance) with some really cool dps who have actually helped out ppl failing mechanics, posted quick guides on how to do stuff, etc. They tend to get my commendation if they are in my party... just for being nice and helpful, and not a total jerk to others.
I'll usually just throw one out to whoever at the end. I've been giving it to the DPS more often recently just because they don't get all that many otherwise, but there's no rhyme or reason unless the tank and healer were bad.
Sometimes I'll do it just because I like the class they're playing, their glam, their name, whatever. If they're new I'll probably give them one just because. But generally I just throw it out as I wait for the loot or am walking to the exit.
Why WOULDN'T you comm a DPS? Always comm a DPS. They are literally doing the leg work. D: I always comm a dps, doesn't matter what job I am on. But being a DPS main that works their ass off I know the struggle. DPS need comms too. Stop babying healers and tanks.
What's frustrating is that those who played the best usually leave too fast for you to commend. I don't commend anyone, because I usually don't know who did what or how well they did it during the run. And, even if the healer raised me 10 times, I still don't know what icon represents the healer.

I give dps a commendation if they are nice, helpful, or fun to be with.
I also give them commendations if they are lalafell.
I give a DPS a commend if I'm playing as DPS and they don't botch a run. The only time I'll usually do it as a Tank or Healer is if the Healer/Tank has been rude or screwed up more than once.
