It's not in the normal Duty Finder, but the Raid Finder. You can switch tab at the top of Duty Finder to get there.
I'm taking Lore way too seriously. And I'm not sorry about that.
It's not there. It shows all the normal eden, ES1-ES4. It doesn't show ES5-ES9.
Raid Finder and Duty Finder are 2 separate things. If you only see E1-8 and E1-4S, then you are looking at the Duty Finder. At the top of the Duty Finder page, you can select between Regular Duty and High-end Duty. By selecting High-end Duty, you will find the most recent Savage raid tier, in this case E5-8S, the most recent Extreme Trial, in this case Cinder Drift Extreme and the Ultimate Fights.
make sure you talk to the npc in ahm areng and get the cutscene where gaia brings the crystal over and you look into it and get all woozy again just like first tier. then savage will be unlocked.
@Mike I think I did look at the high-end duty. I remember seeing Cinder ex and ultimate... When I get home, I'll let you know if it's there or not. Crossing my fingers.

Not sure if the OP solved this yet, but I think I may have the solution as nearly this exact same thing happened to me except with Cinder Drift EX. I was 100% sure I had taken the quest for it, and 100% sure I saw the big "Cinder Drift EX added to Duty Finder" pop up but I couldn't for the life of me find it either in my quest list or in the duty finder.
I did a little searching on what the requirements for the quest were just in case I had somehow dreamed the whole thing and noticed that the ilevel requirement to actually do Ruby EX was a couple of points higher than I was. I bumped myself up a couple more ilevels and, bam, there it was in the Duty Finder and on my quest tracker. Weird UI quirk/bug but it seems like you can accept Duties/Quests that you meet the XP Level requirement for but if you are not of the appropriate ilevel then for some reason you can't even see the Duty at all (and of course the quest giver will just act like they already gave the quest to you because, technically, they have).
