Omg it worked.
So here’s the steps I took going from least to most extreme
1. Uninstalled Nvidia geforce
Reset internet explorer
Reinstalled game again with the internet explorer reset
Then logged into one character on same server immediately logged out and logged into stuck character
And it worked!
