This clearly referred to raiders who both want to watch the story and raid week one. Presently, we do not have that choose as we either have to skip story to prioritize Savage or lose a day. Lambdafish also brought up a good point. I don't have a choice to skip Normal mode entirely. I have to go through it to unlock Savage. So even using your nonsensical "logic". It's still wrong.
That all being said, an easy compromise—if we actually needed one—would be to unshackle Savage and Normal mode. Just put a NPC with a warning prompt that tells players they are unlocking Savage and may not understand the full context. Bam. Now Normal mode and its story don't interfere with Savage. Nevertheless, I still think a small delay would be a better alternative but the aforementioned is still an option.
Ultimately, you only care about your preference and how this effects you though. The irony is you've contradicted yourself since if you only aim to do content leisurely, delaying Savage a day, two days or a week wouldn't impact you in the slightest. In other words, you're screeching into the abyss just to be heard.
Side note, Id support the unlocks being seperate to negate this whole "I have to skip NM cutscenes cause reasons" dilemma
