I realize that Ulduh is where a lot of socializing/LS stuff goes on and where a lot of retainers are but there are still times you have to go to the other towns to complete stuff. Just plan those times around when you want to be logged off. A lot of job/story quests send you to the other towns for missions, a lot of 30-40XP parties I have been in lately go to Limsa, If you run out of crafting leves in Ulduh you have to go to the other towns to craft. say you log off in Gridania Inn, next day pick up some crafting leves and do them while your playing that day then turn them back in when you go to log off at the end of your session.

They are not Punishing you: the servers kept crashing due to overload and they are trying to fix them. So wether they shut them down or they are crashed you are gonna have to go somewhere else anyway. Also, if you are in Ulduh you can take the Ferry Boat to Limsa which is free.
