This problem will persist until Ver2.0 when they are able to link the Market Wards of all 3 cities. Until that time everyone will continue to gravitate towards Ul'Dah as they have done in the past putting a strain on the curent servers that they are not equiped to handle. After Ver 2.0 and linkage players should start returning and using their home cities, at least til Ishgard <Jueno> opens up.

Hopefully its not to late by 2.0. By that time Ulduh will have been the hub for 2+ years and ppl will be reluctant to move at that point. But also with the new architecture they should be able to have more Inn servers in Ulduh and filter the traffic around.
