If you don't like how this game is designed than play something else.
Just because the skills arn't optimal to use most of the time doesn't mean they don't have uses. Clemency and Vercure were invaluable in side content like deep dungeons and POTD, so you effectively gimp those jobs in that content going forward by removing it. Spells like vercure are also fun for messing around, me and some friends like to do ex roulletes with unorthadox job comps for a laugh, and 4rdms can clear ex dungeons in good time thanks to vercure

As a healer main, I really don't care if a PLD or a RDM want to play with their toys. When I leveled my PLD to 80, I had to use clemency a lot because some healers couldn't keep up with big pulls. And I know when a healer can't keep up. So I can't blame another PLD for their use of clemency if they have experienced similar difficulties.
Being a healer doesn't mean you have to feel like a special snowflake. Some healers are so precious, it's ridiculous.
From the post, I guess your problem is with pugs (pick up groups) and not pre-made groups where you play with friends.
When you play in pug you have no idea if the healer is actually any good or not. If the tank for example sees his life falling and you are just sitting back spamming holy or whatever it's only natural to cast to cast healing.
You might feel that you have it under control (because you want to cast benediction or whatever) but the person taking the damage doesn't know that. For all he knows you might as well be spamming attack and forgot about healing.
For every good healer that "has everything under control" there are 10 that do not. If you don't want them to cast healing spells just keep their life relatively high (for example around 75%-80%).
Sure SamRF, as long as you continuously heal me when I don't move out of AoEs to do my RDM combo. Gotta keep my DPS rolling and keep healers on their toes somehow

You could just as easily say it's patronising when a Tank blows every single cooldown on one trash pack, or when the Healers Rescues you out of an AoE when you were planning to use your invulnerability.
In addition, they each have their unique uses. Clemency can trigger Divine Veil, and Vercure can be used to proc Dualcast when there's nothing to target.

Spamming clemency on yourself while tanking is generally just a waste of dps, but there are times it's very useful. Helping to keep things going when the healer(s) are down, procing divine veil, etc. Not to mention just being nice for solo stuff. Or deep dungeon runs where you don't get a healer.
