Delete Clemency and Vercure

RDM's have always been about white and black magic and a healing spell (vercure) has always been a part of their skillset.

And? That doesn't mean they have to have now, and they have other spells to fill the white magic side. It doesn't even fill the white Mana side either so it's not critical to job to have but it is a major reason why it's so low on the dps for casters.
