If you go into patch day capped on both tomes, you have 2500 to spend on crafting mats without having to run a single piece of content. And you are trading in outdated tomes(440 gear) for less outdated tomes(460 gear), so it doesnt(or shouldnt) affect your ability to earn new tomes(490 gear). You dont need the new crafted gear to run the new normal raids normal trial or the new dungeon. People who were running savage before are likely already geared enough to do the new savage(though a large part of this group will indeed grab some upgrades via crafted to make the new tier easier) and the new ex. Oh, and the system lets people in full pre-made groups ignore the gear requirement anyway(though almost all statics will expect their players to be up to date).
