The 'Meld' option will be greyed out if you can't meld anything else onto that particular piece of gear, which (if I read the first post right) is the whole complaint the OP had. The same thing's true of Repair; if the gear isn't below 100%, the 'Repair' option will be grayed out, even if other gear somewhere else is repairable.
However, in both cases, you can—somewhat non-obviously—use the actual action button from Actions -> General and open the interface directly, then see if there's anything to meld or repair. Or even put those actions on a hotbar if you want. Not that I've done that with Repair or anything.
(Pushing Daisies narrator voice: In fact, the healer had put the Repair icon on her hotbar, for having to search through every piece of gear—equipped or otherwise—to find if any were indeed in need of repair was a source of great and frequent irritation to her. And as everyone knows, you never want your healer to be irritated; after all, it's very unpleasant to get salt in your wounds.)

Ah! Yeah, now I see what you were trying to say. Functionally it's the same thing as using the icon from the Actions panel (or putting it on a hotbar); using the action directly just skips the step of finding something else in your armoury chest (or a random dungeon drop in your inventory) to use the pulldown on. But if you don't have a free hotbar space and don't like putting up the Actions panel to click the icon, your suggestion is definitely the easiest way to figure out "do I have anything I still can meld?"
