A project like that would require them reworking the wards (I'm assuming you want them incorporated into current ward setups and not in their own place), which would require considerable time, and would probably annoy a lot of current residents if their house was one that got shifted to make room. To say nothing of the resources being allocated for such a project with, relatively, minimal gain.

Moreover, we're currently begging for item increases on normal housing and the little response we've gotten so far is essentially "Think of the server strain and loading issues!", I don't want to imagine how much they'll dig their feet in over EXTRA houses on top of that.

No, I think the closest we might could come to what you're envisioning is if we can talk them into a villa style housing skin (which would honestly rule), an interior skin to change layout (a golden dream that one), and a slot increase for smalls, mediums, and larges. I would recommend heading over to the housing ideas and features request thread if you want to roll with the skin idea. They DO monitor it. Even if they never give us any feedback.
