Why Can't I Trade Yellow Gatherer's Scrips?

Having got botany up to the mid 70s I've accumulated 1434 Yellow Gatherer's Scrips and I'm supposed to be able to trade them to a Scrip Exchange .. so why, when I do this with the Scrip Exchange NPC in the Crystarium and Eulmore, does she refuse to take them:

"Scrip Exchange: I regret to inform you that we are not looking for new suppliers for the time being. However, should there be a change of circumstances, we may have reason to call on your services."

According to one wiki: "The Scrip Exchange, who sits next to the Collectable Appraiser, will accept your scrips and offer gatherer and crafter gear,"

So how/where do I trade them if not with an NPC called "Scrip Exchange"?

You're not far enough in the MSQ yet. I believe the scrip shops open up after you unlock the Facet quests, which is after Holminster Switch I believe. Thinking about it, I think it is even earlier than that, and opens up after you complete the two questlines with Alphinaud and Alisae.

You can still use those scrips in the other scrip exchanges in all the major cities and elsewhere though.

I have completed 5.0 MSQ (the Shadowbringers quest dungeon and trial and have the "Shadowbringer" title which I assume is 'completing' the MSQ as far as this is concerned), I am now a level 80 Botanist and have done 4 of the Mean animal 'product' gathering requests, ie. the Facet of Gathering quest line.

Yes, but they're for obsolete levels now, eg. the Mor Dhona NPC offers level 58 items, not must use at level 80, surely?

Have you talked to Mowen (ie. not-Rowena) in Eulmore yet?

This. You need to talk to Mowen to unlock the Boutique of Splendors. She should be standing near the Scrip Vendor.

Your tag says youre in/from gridania. Check the scrip vendor there. Im fairly certain they standardized all the scrip vendors to have the same list, but im positive they did for the ones in the cities. And yeah, if the scrip vendor in eulmore isnt talking to you then you missed an unlock somewhere and Mowen would be my first guess.
