I think that's so you can have more grade 3 actions.

I had hoped that there would be a 3rd active action for #30, but there doesn't seem to be a reward for that.

I agree. I mean from all those levels you get a perk up to rank 20 but you don't get anything from rank 20 till 30. So it's basically you're leveling your FC from 20 to 30 and You don't get anything past 20, okay then. Unless they add them in at a later date.
