Several days to SE is usually 3-7 days after reactivation, however that announcement isn't largely accurate. No reimbursment and it does indeed count towards it. (same deal with FFXI.)

Its not fully accurate for the reason that those who were active long before that time frame didnt get transfer either while those who were inactive, did get transfered. So it's pretty glitched currently for some people despite activity, but the rest is accurate, try again in a week or two I'd say or wait till mid-late April.
