My FC's house is in Shirogane, and let me tell you, the weather there is moody as heckie!
One minute it's all sunshine and rainbows, and in the next it's a downpour! No complaints here, however, since the area is gorgeous regardless! Especially the morning hours~

I would suggest doing a little experiment with the local time (or Eorzean time) and note what time you enter your housing area, along with the weather.
Discover the pattern, then enter your home during the times where it won't rain. I don't know how else to help with this, OP. Sorry ;w;

Weather always changes at midnight, 8 am and 4 pm Eorzean time (though it can take 3 Eorzean minutes for the change to register in the sky). Skywatchers will tell you what the current weather is along with the next 3 weather periods.
