If I understand correctly, even male Viera and Female Hrothgar have been addressed via mods.
And as long as mods are not officially supported, players can keep asking for missing features, which can be an incentive for the devs, though of course nothing is guaranteed. But if mods are officially supported, other players would likely recommend using them.

An example is last name in WoW. Because of plugin availability, people are quick to shut down the request and to recommend the use of some RP plugins instead to provide last name feature rather than having the game provide an actual option for last name.
