Oh and not for lack of trying to complete Rabanastre, I always get a ARR raid for my roulette so and I’m not willing to do it synced.

What do you mean, "not willing to do it synched"? Roulettes are always synched.
Just queue for it when you have a good patch of time to spend in the game and eventually you'll get in. Don't leave it to the roulette.
I'm not sure if this is "proof" enough for you, but the trailer featured an NPC that so far only appeared in the Return to Ivalice questline - which means that its either required OR that at the very least special dialouge etc. is locked behind completing said questline.
I also doubt that doing the SB-24-man-raids unsyched is possible, so you'll have to do them the proper way.

So 5 mins of searching hasnt found me the slides from the live letter i can just link to. But i did watch Meoni's live letter breakdown video and he shows the slides. Save the Queen - the Blades of Gunnhildr is talked about and the slides are shown right around the 4:30 mark of the video. It says the ivalice quest line is required(it also said that the guy who did the ivalice raids is doing the story so it may end up being somewhat of a continuation). Im guessing that between now and 5.25 a lot of people who never finished it will be running these raids to work on their relics, so the ques should be more reasonable then theyve previously been. As far as unsyncing the raids, its level 70 content to it should be possible. But as an alliance you need players spread over 3 groups and im remembering a few mechanics that wouldnt work in groups that werent basically full. Guess it would depend on if your DPS was high enough to skip phases or end fights before certain things happened. Im guessing itd be easier just to direct que then to find enough people to pull it off, but who knows.

I suggest joining the FFXIV reddit discord and going to their live letter translation channel. You'll find that info and more there.
