Probably due to this and the forementioned, not to mention those infamous mods out there as well (not just the normal nude ones) causing some aqward quesions to be asked on them. Likely this is whats prompted such a statement due to various recent drama.

In terms of ACT and those mods I dont see any major immediate changes happening beyond clear warnings and banning those at their own discretion happening Ive seen some of them and some mods are really nice and wish they could hire these people to help them add them to the game, but obviously the explicit ones are drawing too much attention. On top of that they likely want to discourage toxic behavior as much as possible without outright resorting to excessive measures that either trigger
1) an unintentional killing of the current endgame due to the current flawed design setup writing them into a corner and
2) unintentionally causing a "culling of goldshire" moment that unintentionally mass bans a much larger chunk of the community than expected (those bans blizz did and then undid a whole back for mods).
