Do macros carry?

I bought FF14 for PS4 when I got it first, and recently got a gaming pc. Because of this I now have decided I want to buy it for PC as well so I have the options and such. I know I will have to buy the game and DLC's again, but someone told me my macros won't carry over into the pc version of my game. Is this true? If so, are there any ways around it or will I just have to remake them all?

I am pretty sure that your macros, together with all other settings, are stored locally on your console/PC, so none of it will carry over if you start to use a new console or PC to play from.
There is some functionality to save/load settings to the server from the character selection screen, but I am not sure just how extensive that functionality is.

In theory, you can use the import/export button on one device to cloud save and download your macros to the other. I haven't tested it with macros myself yet, however.

you can upload your settings (and macros/UI and such) using the functions on the character select screen on the ps4 version. Then when you come time to start up the PC version you select to download those settings to the PC. When you log in to the character, all your stuff should be there (maybe the inventory will be a little messed up but that's about it).
