All the Nobles are Elezen and elezen only.

Rannie is incorrect. In the 50-60 Weaver questline, there is a Hyuran widow of a noble by the name of Glenda and her daughter Averil. No house name is mentioned, however.
The Social Knitwork, FRAMONCIS: "I do remember hearing that Madam Glenda was looking for one with your skills. She's a widow of a noble, and the most devout soul in Ishgard. I imagine you'll find her in Saint Reymanaud's Cathedral. "
Both of the people above are correct.
Only elezen can be members of the High Houses of Ishgard, because that requires you to be descended from the original knights twelve. That in itself becomes a very important plot point later on in Heavensward. Except for 1 single person, there is no mixing between elezen and hyur so it is impossible to be a hyur member of a high house.
Hyur, and just about anyone in Ishgard, can become a minor noble after killing a legit dragon. Once you do that, you and your descendants are pretty much set.
I honestly forgot about minor nobles in Ishagard, they aren't really even touched upon during the main story quest only the high houses.

You do see rich Hyurs in the crowds. How noble they are isn't really explained. Although looking into the flashback of the death of Ishgard's last king, all the founding members of the noble houses are Elezen.

This is also touched upon in a few different quests, kill a big and badass enough dragon and you'll become a noble. It's pretty apparent that most that try this usually die horribly in the attempt though. But theoretically, some Hyur soldier that managed to kill some huge dragon and return with it's head as a trophy would probably receive a fair bit of accolades/rewards.
A lord of one of the high houses can name anyone a part of their house if they chose. Edmont all but practically adopts the WoL and makes them a full member of House Fortemps as an example.
