If someone is polite or helpful to a new player I might comm them instead.

I only give comms to competent players. If there's more than one, I'll chose randomly, but that's a very rare occurrence.
Usually the one person who has the courtesy to say some greetings

Hmm...if I'm not being distracted by overly attractive male characters then my com goes to those going brute force mode on the mobs.
When I play healer and see both dps silently battling for top dps, it makes the run really entertaining. Even more so when the tank is also feeling it and they try to pull more and go brute force and then I feel the need to keep up on healer lol. It just becomes so fun watching that happen. Even more so when I am one of the dps trying to keep up with my co dps and a silent battle is happening. Kind of like the other night a DRG gave my character a nod of approval when we were running Aumorot. At first, it seemed like he kind of did not want to be there but then I kicked it up a notch and so did he. Then we both, without words, were duking it out for top dps. SMN vs DRG. He earned my com for sure. I like runs like that.

Always. I don't care if they play good or bad, as long as they're nice and make the run fun they get a comm. Greeting is a minimum, but talking more than that/being friendly/helpful is kinda a need for me to give comms, in fact I don't give them in every run nowadays.
And I certainly also get them more for those kind of things than for playing well.
I am a very antisocial player when I do roulettes. I am usually the first one to leave and I never give greeting or commendation.
At least when I play healer or tank that is.
When I go DPS I am way more talkative and give commendations to healers or tanks.
What do those do?
When I can't base it on performance, then it goes how friendly/talkative person was, did something that made me lol, appearance of non lala males, appearance of non lala females, lalas.
That order higher ones trump lower regardless.
I have been giving sprouts Player Commendations lately. Many I've encountered have been really sweet.

I do yeah. Folks who are welcoming in chat, explain mechanics, and are forgiving of newbie mistakes are much more likely to get a comm from me than that one guy who played their job perfectly but never said a word and left .5 seconds after the run was done.
I'm also more likely to comm my healer when I'm brand new or fairly new to content. I'm aware that it's going to take me a few runs to properly get the fights right, and I feel bad for how often they have to stop and rez my butt when I get myself killed learning.
When neither of the above are a factor, try to favor dps where I can. As a dps main, I absolutely feel the pain of us not getting nearly enough recognition when we do a good job.
